GOP chairman berated on off-the-cuff remarks

Republican national chairman Richard Richards has been scolded by the White House for some recent remarks, including a comment last week that President Reagan might not seek a second term.

Not realizing reporters were listening in, Mr. Richards said in Cincinnati last week he did not think Richard Allen, now on leave, ''would be back'' as Reagan's national-security adviser. He also said Budget Director David Stockman would be forced to resign because hie credibility had been destroyed.
