November 25, 1981

Belgium may be heading toward a new center-right coalition, as the Flemish Liberal Party leader, Willy de Clercq, agreed to form a new government. Mr. de Clercq, whose party made gains in this month's parliamentary elections , is expected to seek an alliance with the Social Christians. Both have called for austerity measures to restore order to Belgium's troubled economy. The previous government, a center-left coalition of Social Christians and Socialists , collapsed in September.
