Conservative group says Reagan OK, up to a point

OK, but not good enough. That's how the conservative research organization called the Heritage Foundation sizes up the first year of the Reagan administration, the New York Times reports.

While the President is steering the country in the ''proper direction,'' he hasn't completely lived up to all the foundation expected. Those expectations were outlined in a 3,000-page ''Mandate for Leadership'' given to Mr. Reagan after he was elected in 1980. It detailed the foundation's recommendations for changing the federal government.

In a report just released by the conservative group, it expressed disappointment with the Justice Department, the State Department, and the Defense Department, but gave its highest marks to the Office of Management and Budget.
