What's in a name? Perhaps a little too much, if the name happens to be Reagan. At least that's the way it seems to Maureen Reagan, daughter of the President and a candidate for California's Republican nomination for the US Senate. The family name, she allows, is something of an asset: ''At least it's recognizable.'' But the feisty candidate also claims it's a liability because she must prove herself as ''independent'' and not just taking political advantage of her famous moniker.

Maureen does in fact differ with her dad on issues such as the ERA amendment and abortion rights. To try to underline her independence, she has decided to drop the Reagan name from all her campaign literature. The only name on her buttons and posters is ''Maureen.''
