Finally a sensible US military voice on the arcane subject of a ''limited nuclear war.'' Says Gen. Bernard Rogers, American military commander of NATO: ''I happen to be one of those who believe that the use of theater nuclear weapons would, in fact, escalate to the strategic level, and very quickly.''

We hope arms advocates, controllers, debaters, policymakers all take note. And, his prescription for peace? Maintain an effective deterrent and start a ''positive East-West dialogue.''

A general from Kansas couldn't be all that wrong.
