Vice-President George Bush says the beaching of the Soviet submarine off the Swedish coast ''did more to diffuse anti-American feeling over there than any propaganda we could come up with.''

Mr. Bush was speaking to a crowd of some 1,200 Independent-Republicans at a fund-raiser here.
