Haiti to help US hold back emigration, but wants aid

Haiti's President Jean-Claude Duvalier agreed to join an American naval Blockade against Haitian boat people, but said US financial aid was needed to stop the exodus of refugees to the United States.

President Duvalier asked for American aid in a meeting with Gov. Bob Graham of Florida, where 15,000 refugees from the poverty-stricken Caribbean nation have landed this year.
