Basques blamed in attack on power substation

Guerillas believed to be Basque separatists blew up a power substation late Sept. 15, cutting off electricity to most of the Pamplona area in northern Spain , police said. The power cut affected about 200,000 people. The substation belonged to Iberduero, a company building a controversial nuclear plant at Lemoniz, near the Basque town of Bilbao.

The attack came a few hours after riot police fired rubber bullets to break up groups of demonstrators demanding an amnesty for detained Basque guerilla suspects.
