Carter hits at tax cuts as too good to the rich

Former President Jimmy Carter, breaking public silence on his successor's policies, attacked President Reagan's tax cuts as "a Christmas tree for special-interest groups."

"The decision was ill advised . . . ," Mr. Carter commented here during a visit with his son Jack, a commodities broker. "It heavily favored the rich instead of the poor. I don't believe it was good for the country. But I'm willing to let the economic events of the next year take their course before I speak out anymore."
