With a minimum of fanfare, the Reagan administration slipped into the public record a largely critical study of allied military spending that may well add to hurt feelings and controversy among the allies.

Defense Secretary Caspar Weinberger's report to Congress on "allied commitments to defense spending" claims that several key allies, especially Japan, do not seem to be bearing a fair share of the defense burden.
