As the air controller's strike goes on, the report card has come in on the way other unions have settled in the first half of 1981. New contracts will boost unionized workers pay an average of 11.3 percent during the first year of the new contracts. Over their full terms, the typical raise is 9.2 percent a year. Construction workers were the big gainers: first-year hikes averaged 13 percent.
