Sugar is not a sweet topic on the sugar- producing Caribbean island of Barbados. This year's sugar harvest has been the worst in memory. Most Barbadians call it a "disaster." A shortage of cane cutters and torrential spring rains are blamed. The government of Prime Minister J. M. G. Adams is hoping more tourism will make up for at least some of the shortfall in sugar earnings.

If tourism doesn't pick up, Barbadians will have to tighten their belts and "Tom" Adams could face unrest from island youth, many of whom are unemploy ed or underemployed.m
