One of the fresh ideas Reagan promised to help blacks is taking shape -- research grants to black colleges. The US Department of Energy will seek out black colleges to help discover innovative methods of handling nuclear waste. Feelers already have been sent to Atlanta's six highly rated black universities and colleges, who would work in conjunction with the Georgia Institute of Technology, and to Jackson State University in Mississippi and Morgan State College in Baltimore.

The project could be a boon to science departments, providing funds for much-needed laboratory equipment.m
