The Teamsters union will spend up to $20 million a year to organize new locals to offset the loss of $400,000 members since 1979. The union, the nation's largest, now spends about $7 million a year on organizing. New union boss Roy Williams has told top Teamsters organizers that their ranks will be expanded for new campaigns among airline, government, and health-care workers -- and anywhere else "unorganized workers can be found."
