President Reagan's chief red-tape slasher, James C. Miller III, has a little list -- federal agencies with too many regulations. Heading the list for some regulation-pruning: the Environmental Protection Agency, the Occupational Safety and Health Administration, and the Equal Employment Opportunity Commission.

Miller, administrator for Information and Regulatory Relief, and his staff also have reviewed 1,000 proposed federal regulations so far -- and approved about 90 percent of them.m
