Western countries seem about to mount another anti-Soviet boycott of sorts. Last year, it was the summer of Olympics in Moscow, passed up by the United States and others because of the Soviet invasion of Afghanistan. This year the target is the Moscow International Film Festival, due to start early next month.

Soviet sources say privately -- and a little bitterly -- that no American filmmakers have signed up to come. Canada and Australia already have sent official "regrets."
