The House, on a 301-to-100 vote, has passed a resolution "expressing dismay" that the United States cast the only dissent when the World Health Organization voted 118 to 1 in Geneva May 21 for an International Code of Marketing of Breastmilk Substitutes. The resolution said infant formula has helped cause the deaths of 1 million children a year in develop ing nations because some mothers mix it with polluted water.
