The Senate voted to spend $20 million on a plant to make nerve gas, restoring to the 1981 supplemental spending bill $20 million Defense Secretary Caspar W. Weinberger and Secretary of State Alexander M. Haig Jr. wanted. The House had voted the funds but the Senate Appropriations Committee delete d them.
