It's getting so expensive to keep up consulates around the world that some countries are thinking of sharing the load. Australia, for one, has a manpower shortage in its foreign affairs department , is eager to contain costs, and is considering an exchange program with Canada. Canada would thus handle Australian visas in, say, Los Angeles. Australia would reciprocate by representing the Canadians in an Asian City.

Australian diplomatic couriers already act for both countries in East Africa, and canadian couriers act for both countries in West Africa. Diplomatic pouches are transferred i n London.
