The US baby-formula vote controversy could boost hopes for a bill to regulate dangerous exports. Many third-world governments are not fully committed to regulating use of some imports, such as pesticides. Result: Such products -- no matter how dangerous --often are in unlabeled containers by the time they reach farmers.

Reagan, in his push for increased exports and less regulation, withdrew a Carter administration order banning some exports and requiring that importers be notified of the dangers associated with others.

But Rep. Michael Barnes (D) of Maryland has sponsored a bill that would, with certain exceptions, bar the export of all produ cts banned for use in the US.m
