US visitor plans to bypass South Africa black leaders

US presidential adviser Chester A. Crocker indicated he will meet only with white leaders when he visits South Africa later this week. Mr. crocker is on a 10-nation African tour apparently aimed at reviving Western efforts toward a settlement in Namibia (South-West Africa) under terms devised by the Reagan administration. Informed sources said black leaders opposed to white minority rule in south Africa had expressed annoyance at the fact that Mr. Crocker would not be seeing them, regarding it as a snub by the Reagan administratio n.
