Bad publicity over government junkets isn't stopping some members of Congress from observing their spring break in that traditional fashion. Leading the way is House Speaker Thomas (Tip) O'Neill, who is heading for far-away Australia and New Zealand on a "fact finding" trip aboard a specially arranged Air Force 707.

Ever mindful of the bipartisan nature of such perquisites, O'Neill has invited Republicans John Rhodes of Arizona, Henry Hyde of Illinois, and Silvio Conte of Massachusetts, fellow Democrats Dan Rostenkowski and Marty Russo of Illinois, and others to go along.
