The Federal Communications Commission has given American Telephone & Telegraph Company authority to raise its rate of return on interstate and foreign services, which will boost interstate long-distance telephone rates 16 percent. In a unanimous decision, the FCC authorized AT&T to begin earning a 12 .75 percent rate of return on all of its interstate and foreign services. The decision will bring an additional $1. 4 billion annually in Bell System revenues.
