The House Budget Committee rejected the administration's budget figures and -- over Republican protests -- moved toward a Democratic proposal calling for smaller tax cuts, less overall spending, and a reduced deficit. The Democratic-dominated committee voted 17 to 13 against giving tentative approval to President Reagan's overall budget numbers as it bega n considering government spending for fiscal 1982.
