President Reagan's sudden dismissal of the US delegation to the United Nations Law of the Sea Conference appears to have been carried out without formally notifying all members of the delegation.

"I first learned of my dismissal reading about if this morning in the New York Times," John Temple Swing, a member of the delegation, told the Monitor Monday."At the very moment I was on my way to a meeting of the delegation."

Mr. Swing, who is vice-president of the Council on Foreign Relations in New York, said he was appalled at how the new administration has handled the Law of the Sea conference, which resumed negotiations Monday. "Most of all," he stated , "I am embarrassed for my country." "I can only assume that my views and those of the other delegation members were incompatible with those of the new administration," Mr. Swing added.
