Reagan withdraws request for top-level US raises

President Reagan, citing difficult economic conditions, withdrew a request made by President Carter for salary increases for congressmen, senior government officials, and judges, the White House said.

Mr. Reagan's decision, which would affect 1,346 top-level federal employees and possibly another 33,000 government workers, was communicated to Congress th e day before he will address a joint session.
