Union talks break down in Polish industrial area

Talks between the government and strikers in Poland's Bielsko Biala Province collapsed Wednesday, and the Solidarity free trade union leader, Lech Walesa, told workers to stage sit-ins and display passive resistance in the event of forcible attacks. Strike leaders in the province, a major industrial center, simultaneously instructed workers to intensify the occupation of their plants. Workers have crippled local industry by occupying more than 120 plants and factories for nine days in support of demands for the dismissal of some 30 provincial officials.
