The Soviet Union, countering US allegations, charged that the United States and the Central Intelligence Agency had spawned, organized, and patronized international terrorism. The official Tass news agency made its charges in a lengthy indictment of alleged US subversive activity in Europe, Asia, Africa, and Latin America. The length and detail of the Tass editorial indicated that the Soviet Union was particularly stung by remarks by Secretary of State Alexander M. Haig Jr. last week that the Soviet Union was promoting internation al terrorism.
