El Salvador, Guatemala called rights violators

A United States group monitoring Latin America and the Caribbean says that El Salvador and Guatemala have replaced Argentina as the area's worse human rights violators. Monitor Latin America correspondent James Nelson Goodsell notes that the 1980 report by the Council on Hemisphere Affairs confirms similar studies by other international and hemisphere organizations. The COHA report also singles out Argentina -- its "worst case" nation in 1979 -- for continuing rights violations. Bolivia, Chile, Paraguay, and Uruguay are also cite d for rights violations.
