Quietly, a new offensive against the United States is being prepared by Canada over scallops-- A major US-Canadian fishing treaty negotiated by the Carter administration hit the rocks in the Democratic-controlled Senate last year. New England fisherman got Democratic senators to block it in a try for higher scallop quotas. Canadian diplomats reacted angrily, saying the treaty was a key issue in bilateral relations.

Now a Reagan White House and Republican Senate are expected to pass the treaty, with perhaps minor changes.m
