The people of the black homeland of Ciskei voted on whether to accept independence from South Africa's white rule. Crowds of women changed, "We are taking independence, we want to be free," as they lined up to cast their ballots. South Africa has offered all of its 10 black homelands independence as part of its racial-separation policies. Only three have done so, and their status is not recognized internationally.
