Republicans, getting ready to take over the Senate, plan to elect their leaders for the 97th Congress next week. The election, coming before the adjournment of the 96th Congress, is highly unusual. Normally Senate leaders are chosen when a new Congress convenes. Tennessee Sen. Howard H. Baker Jr., the minority leader for the past four years, is all but assured fo becoming the new majority leader.
