The Supreme Court cleared the way for the immediate transfer of up to 2,000 Cuban and Haitian refugees to Puerto Rico. Refugees housed in makeshift camps in the miami area and hundreds more still arriving in Florida are expected to be transferred within days to Fort Allen, on Puerto Rico's southern coast. The justices refused a request by Puerto Rico to extend a ban on the transfer ordered last week by Justice william Brennan. Their action lifts Justice Brennan's ban.
