Three weeks from election day, the nation's key swing states are teetering on the political fence. Reagan and Carter are running too close to call in Texas, Pennsylvania, Illinois, Ohio, New Jersey, Florida, and Michigan -- together worth 159 of the 270 electoral votes needed to become president -- according to a Washington Post poll.

Support for both candidates in these states is soft, the poll found; almost 40 percent of the electorate in the seven states is seen as "available for persuasion."
