Toronto International Airport, one of Canada's busiest, was closed to commercial traffic Monday as federal government clerks intensified a week- old strike. Transportation authorities closed the airport after its firemen refused to cross clerks' picket lines. The union representing the 40,000 striking clerks, the Public Service Alliance of Canada, has asked other civil servants to honor its picket lines -- raising the prospect of major disruption of government services.
