The fort Chaffee refugee resettlement center stockpiled jeans, heavy coats, and flannel clothing for the arrival during the next few days of about 6,600 more hard-to-place Cubans facing their first American winter. The federal government plans to have all the refugees, including the 3,000 already there, out of the Arkansas center by Dec. 31.
