New Turkish leader forms Cabinet; security tightens

Turkey's new prime minister, Bulent Ulusu, a former commander of the Navy, formed a 27-member Cabinet Sunday, consisting of former Army officers, liberal technocrats, and respected politicians. But the military government also announced harsher martial law measures and price increases of between 10 and 20 percent on oil products, sugar, and fetilizers. The increases conformed with a general policy of price rises on key commodities ordered since Turkey's chief economic planner presented a package in January aimed at jolting the country out of its economic crisis.

An interim constitution due to be published this week.
