Lawyer named to check Carter aide on drug count

A three-judge federal panel has appointed New Orleans lawyer Gerald Gallinghouse as special prosecutor to investigate charges that President Carter's campaign manager, tim Kraft, used cocaine in New Orleans in 1977. Attorney General Benjamin Civiletti asked the panel to appoint a special prosecutor as a result of evidence uncovered during a long investigation that eventually cleared former White House Chief of Staff Hamilton Jordan of similar cocaine-sniffing charges.

Mr. Kraft was White House appointments secretary at the start of the Carter administration and became a presidential assistant for political affairs before he was shifted to the campaign job early this year.
