Lance agrees ti testify on Billy Cater, Libya

Bert Lance will tell Senate investigators what he knows about Billy Carter's Libyan affair in a private meeting Sept. 18, but it will be in writing and will be made public immediately afterward. The President's former budget director had refused to testify because reporters were barred from the room. Only if they were n hand, he said, could he be sure he would not be vilified by selective leaks by the "powercrats in government."

A subcommittee source says lawyers on both sides will exchange written questions and written answers, which will be submitted under Mr. Lance's oath. The papers then will be made public.
