New Cabinet for Spain has many old faces

King Juan Carlos swore in Spain's second Cabinet in four months, a government of old faces designed to give the beleaguered administration of Prime Minister Adolfo Suarez a new lease on life. There is hope that the appointment of a new economic boss, former Common Market minister Leopoldo Calvo-Sotelo, will give a new impetus to Spain's depressed economy. He is likely to change the emphasis of economic policy from fighting inflation, now stable at 16 percent, to lessening unemployment, now 11 percent and rising.
