Census may shift figures for funding, not remaps

The Census Bureau will not adjust its population figures for purposes of congressional reapportionment, but may consider recounts for allocating federal funds, says Census Director Vincent J. Barabba. He says recounting the figures for political representation "opens the door to a continual second-guessing that could keep the figures in litigation past the time for reapportionment." He adds that if the courts order the bureau to keep its offices open for recounts, the bureau will need another $10 million.
