American and Somali officials will hold high-level talks in Washington this week amid indications Somalia may join Kenya and Oman in allowing US forces to use Somali military facilities as part of a US plan to counter Soviet expansionism in the Indian Ocean. The US is especially interested in using the Berbera naval and air base, in northern in Somalia.
