A major cost-of-living raise for social security recipients helped raise personal income for all Americans 1.4 percent in July, the largest gain in five years, the Commerce Department said Monday. However, excluding social security and other so-called transfer payments, personal income rose only $6.6 billion in July, compared with a $10.9 billion increase in June.
