Without the black vote in 1976, Jimmy Carter probably would have lost major parts of the South. Now his black support appears to be in some danger. First, many black voters are less than happy with the Carter record. Black grumbling was heard widely at this week's Democratic National Convention.

In addition, the civil rights issue has cooled. So the Voter Education Project -- a key element in getting out the black vote in Dixie -- is having trouble raising money. VEP has come up with less than one-fourth of its 1980 fund-raising target.

VEP director Sherrill Marcus says blacks "aren't" excited about Carter" and many could sit out the election.m
