Carter plans Billy report to Senate and newsmen

President Carter will submit a report to the Senate Monday on the relationship of his brother, Billy, with Libya and hold a news conference on the matter the same day, White House press-secretary Jody Powell said Thursday. The President's planned trip to Cleveland to speak at a Democratic fund-raising event the same day will be postponed.
