Clergymen replace police in Chattanooga unrest

Clergymen and other civilian volunteers have replaced the police in a troubled black neighborhood hit by rioting for three consecutive nights last week, following a suggestion by the Rev. Jesse L. Jackson, the civil rights leader, that the police withdraw in an effort to calm inflamed passions.

"Violence will beget violence," Mr. Jackson said. He described the agreement to withdraw police from the area as "a victory for self-discipline."

In one incident, however, three Ku Klux Klansmen armed with bombing devices and hunting bows and arrows were arrested after a 90-m.p.h. police chase through the city.
