King Hussein of Jordan said Sunday that Arab underdevelopment in the economic , social, and technological fields is a sign of weakness which contradicts the aspirations of the Arab world. He made the remark at the opening of a conference of the Arab Economic and Social Council, a gathering of Arab foreign and economics ministers who will discuss ways and means of strengthening the Arab economy and boosting Arab solidarity. Sources said Iraq is expected to submit a plan calling for a decade of development in the Arab world costing between $10 billion and $15 billion.
