Judge charges US bias in handling Haitians

A federal judge ruled Wednesday that treatment of Haitian refugees by the US Immigration and Naturalization Service has been discriminatory and gave the agency 90 days to work out a plan to change its ways. The suit charged it used biased standards in dealing with applicants for political asylum by the Haitians , who have landed by the hundreds on south Florida shores.
