Get ready for a different kind of independence celebration in Washington on July 4. Without fireworks, but with plenty of other hoopla, the President may use the holiday for an elaborate "energy independence" bill-signing ceremony for two major pieces of Carter energy legislation.

The scenario calls for a flourish of the presidential pen for bills spurring synthetic fuels and cutting red tape for energy projects. Versions of both have been passed by the two houses of Congress.

The hitch is that, while the synfuels bill is ready for signing, the bill to expedite energy projects is running out of legislative energy and may need some expediting of its own.m
