"All tax cuts are not born equal," Reagan said of reports that President Carter is considering a tax decrease. A Carter tax cut, Reagan said, "would be the usual type of tinker tax cut for the election, skewed to benefit some more than others."

White House decisionmakers are weighing the options hard, aides say. On one hand, a tax cut proposal is bound to heap cries of policy reversal and playing politics on the White House. Yet the right type of tax cut, some feel, could bring needed stimulus to the economy without fueling inflation.
